Create OCIO config file for evaluation of the production tools #201

I'm still interested in HDR (It's not HDR rendering, like .avif files supported ST2084).

Some production tools have supported HDR recently. So, I'd like to check if these tools can display HDR correctly.

I want to use OCIO for the investigation because each tool's color management system is inferior and inaccurate.

Then I'll create config.ocio file for the investigation.
