[x] add shortest path by distance
[x] add shortest path by current instantaneous travel time
[x] add shortest path by previous instantaneous travel times
[x] add tests

suggested by https://github.com/toruseo/UXsim/pull/131 and has some relation to https://github.com/toruseo/UXsim/issues/45

Now I reconsider that these functions should be defined at uxsim.Utilities submodule because of their functionalities. Implemented by https://github.com/toruseo/UXsim/pull/137
