Expected behavior: Dragging bookmarks and Dropping them in different locations should change their order, or put them into bookmark folders

Current behavior: Drag and drop does not rearrange bookmarks and does not move bookmarks into folders. Holding drag down for too long opens a rename prompt. The "Move" button doesn't work either, saying "Todo. Use drag & drop to move items."

When was this initially a problem: At least since 0.16. It's never been fixed
