Is the user class exposed in https://github.com/tosdr/edit.tosdr.org/blob/6bc77f1d78420dc88bd157346d24539668215781/config/initializers/rack_attack.rb#L119?

For the moment, I've just raised the limits. We can't access the user class inside of Rack-Attack. Leaving this open, though.
