Ah sorry, forgot to tell you this but we need to git pull on the production server every time we merge a PR on this repo. The server can't git push its changes to the crawls if it didn't git pull the changes to the rules first. We are still looking for a better solution for this (force push would work, but feels scary). Now this caused https://github.com/tosdr/tosback2/issues/72 - no biggy, I went in and did a git pull&push now! :)

These files are missing the outer <sitename> tag, will fix.
