docs: translate README.md into Korean #35

Overview

This PR adds a file that translates the English README.md into Korean. Additionally, it updates the README with a link to the translated file.

nestjs랑 파일명을 맞추고 싶은데 아래 형식으로 파일명만 수정 부탁드려요! image

@WhiteKiwi 확인해주셔서 감사합니다. 말씀해주신 부분 nestjs와 파일 네임 동일하게 수정했습니다. 추가로, license 또한 nestjs의 readme_kr.md 와 동일하게 '라이센스'로 번역했습니다.
