Your list includes a lot of major ISP ASN's from Australia, this list cannot be trusted for use in a WAF.

Source is cleantalk, sorted by "Spam active IP addresses", includes top2000 bad ASNs. Blocklist varies from person to person. Consider the possibility that an ISP you trust in your own country may be the source of attacks elsewhere. The list is a very reliable source to extract whitelist and use. Better check top50 or top100 which is 90% garbage & malicious traffic (vps-that used for bad bots-hack-scrape-ddos-spam, vpn providers)
