Won't load some .desktop files

What steps will reproduce the problem?
1. drag desktop file onto dock or add it manually in gconf-editor 

What is the expected output? What do you see instead?
Icon for .desktop file should appear in dock. It does not. For drag and
drops that work, the terminal output is:

AwnTask: drag_data_received_handl

whereas for the ones that don't it is:

What version of the product are you using? On what operating system?
