Jitter effect for windows that need attention

The patch adds a boolean config param /effects/jitter_urgent, which
indicates whether to use jittering (alarm clock) effect on icons for urgent
windows (those having _NET_WM_STATE_DEMANDS_ATTENTION in _NET_WM_STATE).

The effect looks a bit more annoying, attracting more user attention, which
I personally find useful.

Sorry if something is wrong, this is my first time sending a patch
somewhere and I'm slightly nervous, you know.

I hoped till the last moment I'd be able to change the type of an issue. But I 
see,
it's impossible. I'd like to know now, what's the right way to submit a patch 
to the
project, please?
