Icons load behind bar at startup. #319

What steps will reproduce the problem?
1. Set up AWN to start in a session for the user
2. Shutdown.
3. Startup.

What is the expected output? What do you see instead?
AWN should load with icons in front of panel.  Instead AWN loads with icons
behind panel.  I then have to click on the panel, and the icons then to the
front as should be.

What version of the product are you using? On what operating system?
0.1.2-bzr15-2

Please provide any additional information below.
