@navjeet-totara - Some testing instructions:

docker pull totara/docker-dev-mssql2022:mssql2022
You'll need to update compose/mssql.yml and put the actual tag :mssql2022 in the image
Try to t up mssql
Try creating/dropping the database using tdb
Try installing

I've managed to achieve all three using the actual docker image in isolation

Tested site installation by CLI and manually both are working
