Update config.php for latest behat changes in newer Totara versions #289

The behat libraries have been updated for the next major release of Totara. This needs to be reflected in the config.php. This change adds support.

There are other changes required for this to fully work. I've tested it locally with the required changes and it all works.

No need to test, just review.

Looks good, matches the change to Jenkins config.
