Yoda upstream version not set #11

The version for upstream is not currently set if the deployment mode is red-green or a/b. It is only set in blue-green mode.

This behavior is "Works As Designed". We do not want upstream to use version for A/B deploy or red-green deploy , as we want traffic to be routed to all apps deigned in that upstream irresepctive of the version. However, fleet unit names uses versions to start multiple versions on same host.
