Force SSL flag is not working when set in totem config for a given location.

Note: It is working in yoda , however yoda-py library seems to lack support fo force-ssl flag.

Added missing change in yoda-py. Deployer needs to be updated with latest yoda-py and needs to pass force-ssl flag

Fixed
