it would be cool if Totem could map git committers to hipchat handles and just send a very short message about a failure. For example: "@ctrimble your commit a93d1c8 to ramp-admin/develop failed to deploy in not-prod."

It would be great if the commit id linked to github and not-prod deep linked to the totem admin, describing the deployment.

It also sounds like mentioning a person by name might be problematic. Showing their github handle would be a good alternative. At least you would know who the message is for.
