reorg for retry #185

Move all direct git operations into a separate construct, VersionWriter.
If a version manager that needs git is added, we also add a git writer
If spm is added, a git writer is added
If only cocoapods, and timestamp or manual, no git writer is used
All git operations can be disabled by calling noGitOperations() in the Gradle dsl
Custom git operations can be managed with a custom writer
Github release versions moved to the writer rather than the manager
