Add SFW overboard theme #266

This pull enables multple overboards, intended for SFW boards, and adds it as an option in the catalog theme.

Installation guide:

uninstall catalog and overboard themes (overboard is probably Mixed All/Random Overboard theme)
remove overboard folder from root
manually configure templates/themes/overboards/overboards.php to exclude NSFW boards and unlisted boards
install overboards theme, then install catalog theme
add a link to the top bar using instance-config.php

I think there's a lot of duplicated code here, we're going to have to find a way to not repeat ourselves. This project doesn't need to get any less maintainable.

Consider adding /sfw/ to the board menu, in inc/instance-config.php. And maybe change /overboard/ to /nsfw/? I guess we'd need to discuss it.
