Consistent Docs #415

Each organization will have it's own documentation (such as viewjs, resourcejs, queryjs, etc...), so the Tower docs will mostly be high-level stuff, explaining the different sections in a lot of detail and showing users how to build apps out of it.

It seems that Tower docs could essentially be an intro to modular app development, with an outline of how common things in different areas are done, and the way the different sub-organizations and projects accomplish this, and what plans are for solving the rest of the workflow/development problems.
