React table header #648

Creates a React table header for the upcoming events table:

includes event descriptions and mirrors previous formatting
has checkboxes for party affiliation and radio buttons for sort on
state and event type are multi-select fields which expand with input
default filter values and filter constants are stored in eventConstants, and then passed to the header and index components
responsive for tablet view:

Does not include: 'Viewing -- of --- events'
