ODS - Replacing explicit substitutions with REGEX #4

Many datasets have explicit text replacements. Whenever possible use REGEX replacement to streamline processes

Move this functionality from ODS to the python scripts. All datasets pushed to staging should be in final form (in regards to PII redaction, text replacement, etc.)

Only Geospatial post processing should be pushed to ESRI.
