Write tests for SBT code #129

This involves refactoring it so that all the actual logic happens outside SBT, and the plugins only glue things into SBT. https://github.com/iphydf/tox4j/commit/f1755b972f4d881586babfb19fcc571f225c3254 is an example of such refactoring.
