PSG: noise does not sound correctly when reg 6 value is less than 3 #6

When the value for reg 6 is less than 3, it stop generating noise sound.

In theory, such value makes higher frequency sound than one human can hear. So, unless the original chip has some limit to make it sensible, I'd close this as WontFix.
