Create BUILD.MSYS2.md #642

I added the file as requested. I made a few corrections. Once thing you may edit: I can't recall if "tcl" and "tk" are necessary for OCE (or only for IfcOpenShell). You correct the section on this in my document. Sorry for the delay in submitting this.
