Convert ll_fs_up_ss_scaled_err_c to OpenMP #7

While profiling the bigger test case I found this function taking most of the time. Also moved a couple of matrix calculations from the wrapper R code into the C function. Some more details here: https://github.com/chrisdjscott/GUSMap/tree/opt_em/benchmarks/bigger
