Upgrade site code to comply with new Universal Federated Analytics: Google Analytics Government Wide Site Usage Measurement. (https://www.nps.gov/common/commonspot/templates/js/federated-analytics-uav1.js?ver=true&agency=DOI&subagency=NPS&exts=rtf,odt,ods,odp&dclink=true&enhlink=true). Site is currently not pinging legacy GA.

Adding a new GA code "the old way", testing on IandM test server for a few days.
