Participant page UI jumps around for tooltips #290

if you hover over the toggle translation button for example there is a noticeable jump on the screen

I tried this on several different pages. After a few tries it appears that the tooltip box appears briefly in an incorrect spot. Making as low priority.

Probably related to https://github.com/angular-ui/bootstrap/issues/4443 It looks like this might have been fixed in a newer version of angular-ui. However upgrading isn't a trivial task since they added a directive prefix for all angular tags. See here https://github.com/angular-ui/bootstrap/wiki/Migration-guide-for-prefixes for prefix guild migration.
