This just came up in training but if someone from the oneway or control group (who actually shouldn't have the short code) send a message it shouldn't pop up in the new message que.
I propose that if the one way sends a message we send an automated response along the lines of:
We can not respond to this message right now. If you have an emergancy please go to clinic.
