You're right that from a markdown standpoint, the title and change of headers would be a good case. But it was like that in the past and I changed it to the current one to have a better experience on GitHub:

I prefer the better experience for GitHub to following the markdown way of doing it. The ToC provided by GitHub would be much worse with the package name as h1 and every content being below it.
