as the system is our membership db also, is it feasible to in addition to runs have an "otherwise active" flag so that they remain on the system and are more easily separable from the sick/lame/lazy.

To me Active is easy:

• They've done a run in the last month
• They've done a control shift in the last month
• They hold an appointed position, like John Thomson

If you can't satisfy one of those three criteria, then out them
