support SDK 13 as alias of 13.0 #377

My latest xcode pkg output was MacOSX13.sdk.tar.bz2 (missing trailing .0 as expected with MacOSX13.0.sdk.tar.bz2)

This commit adds support for the alternate SDK name 13 as an alias of 13.0
