Target Gen and sc_mode Update #15

We may no longer want to velocity point or have ground station pointing as operating modes of the ADCS system. The mode_selection library needs to be updated to reflect these changes, and the target generation library needs to be updated to generate a nadir pointing attitude if we are in pointing mode.

Leaving the ground station mode in so that we know when the s/c thinks its above the ground station.
