Time init error for SGP4 #18

Changed all the init files to drop any descoped libraries. After the changes noticed that SGP4 has some small initial error that gets propagated -- wasn't there before. Will dig into this and figure out where I messed things up. New init files + test where this shows up in branch tay-init_files.

convinced myself that sgp4 & time libraries are not initialized wrong. The output matches STK for both TLEs we have stored. Guessing the error is coming from the function initializing the "true" position state in the environment block of the sim.
