The estimator unit test file won't merge automatically; overwrite the old init file with my changes.

added quadrant check to sun sensor library
added sun-in-sensor check to sun sensor library
updated estimator unit test
the TLE2ECI function was missing, so I added it back in. It is used to initialize my unit test.
