Need test runner script on Windows. #96

Autotools and xcode project have means to run all the tests. We need the
same feature on Windows. It doesn't have to be integrated into an IDE at
first, even.

An SConstruct that directs build products into build directories compatible 
with this
run_tests.py would be nice, too. But since run_tests.py can still be used 
without it,
we can close this issue, yes.
