Certificate valid for #13

Should the number of days the certificate is valid for be calculated from the valid date and expiration date element entries or is this determined by the type of certificate?

7/17 call --- @mkm1879 Feels this is a "main committee issue" - we should find out the precise definitions of these expiration date fields.

8/22 meeting note -- was discussed in Denver. MMcG made the point that we're not setting the rules for what these terms mean; we are just defining a schema to transmit them... MMcG proposed we go with "Issue date" and "Expiration date"

Does anyone object to this? If not, I will close this at end Sept...
