TagType enumeration and other documentation issues #40

In writing my translator I'm finding that we need to improve the internal documentation in the schema. One example is we should define each of the values in enumerations such as TagType. What is SGFLID? (Scrapie Flock ID? Wouldn't that be SCFLID?) Does N840RFID also include 840 visual tags? (I don't know why that option ever got added or if anyone is foolish enough to use them.)

Most but not all of the schema is fairly self-explanatory, but we should try to make sure no one will misinterpret any of it.

Trying to fill in the tagTypes very few of the types we suggest to vets fit obviously into one of the types listed. For now I am putting almost all as 'OTH' which I assume to be other... and while we're at it can we change that to 'OTHER' since there isn't a 3 character length limit?
