Fetch `settings` from project.yml #109

Lets fetch settings node that wil contain jobs:min-words, jobs:min-estimate, jobs:max-estimate, suppressions:.. and so on.

Probably we should introduce another object Settings.java, that will separate from the project. Simply to not overflow the Project interface with too many methods.
