[Bert] Upgrade to Burn 0.13.0 #27

Update burn to v0.13.0
Remove init_with methods
Return the ModelRecord from from_safetensors so that it's easier to nest inside a "higher-order" model or a transformers-style pipeline
Change burn-rs -> tracel-ai github links
