we are working on the branch texts until the proper struct is not online

[x] homepage texts / welcome texts.
[x] a text line for the call to action (blue line in the example)
[x] definition of the different target audience and the (extension?) actions page

@shannoncunningham in the file https://github.com/tracking-exposed/eu19/blob/texts/CTA.md there is just a sentence, it should be catchy enough and: 1) mention EU election 2) don't promise we can solve disinformation or propaganda, but talk about collaborative monitoring

this is basically the replacement of the content in the blue banner on top of the mockup
