The tk:backend needs to support new event SigiStateEvent as valid contribution and store it in a proper collection

extend the tk:backend db schema with a new collection for "sigiState"
- define indexes for id (unique) and experimentId
extend the POST /v2/events endpoint to handle the SigiStateEvent
