Add a command to download the data collected during an experiment

Define a {tk|yt}-download $experimentId command that:

uses the /v2/metadata?format=csv API to download metadata
when is tk, uses the /v2/apiRequests to download the collected requests json
when is tk, uses the /v2/sigiState to download the collected SIGI_STATE
