feature - Outliers Anomaly detection - Add optional control for period_calculation latest applied during training and rendering

This evolution adds customisable support for the latest time range quatifier (latest time) used for training and rendering purposes of Anomaly Outliers detection.
This defaults to now, but in some use cases such as batch oriented data, controlling the latest time to a relative quantifier can be valuable.
