enhancement - Virtual Tenants UI - Improvements to the Virtual Tenants UI

Add shortcut accesses as buttons for the Scheduler, Ops Status and Updated status.
Better usage of the modal screen for model screens with automated scrollbar.
Add a message and shortcut access when double clicking on a Virtual Tenant suffering from a degraded status.
More consistent windows layout. (add cross closed on some screens that are missing it)
