bug - System level preferences for Vtenant UI & Home UI - TrackMe does not honour Home UI prefs for icon state and tabulator and uses instead Vtenant UI prefs (does not apply to user level preferences which take precedence)

TrackMe admins can define system level preferences for the Vtenant and for the Home UI. (dictinct preferences)
However, Home UI system level preferences are not taken into account properly, instead Vtenant UI system level preferences are used.
