Standaloneable backend #33

Makes the backend able to stand alone without needing to serve the frontend, while preserving the option, and being able to be configured to accept a non-localhost web UI connection. Closes #28.

I'm pretty sure I can go ahead and merge this, and I'd rather do that ASAP to test the new GHA stuff, so I'll go ahead and do it.
