add theses elements in bower #3

It would be easier to use the elements defined in this project as bower dependency

You can install it with bower via bower install robdodson/chart-elements. The Polymer team tends to avoid registering packages with the bower registry and I'm just following suit

Tanks for the tip I didnt understand how my polymer dépendencies where fetched
