make docs build faster #41

Docs build currently takes around 30 mins. Perhaps this can be significantly reduced e.g. save notebooks as html format?

"I think we could make a environment variable that somehow tells Sphinx to skip certain files now it builds * and we could somehow limit the scope because most of the time you don't need to build notebooks"
