Need to determine how offline will be surfaced to the user.
I'm learning towards and organization centric approach. Perhaps on the organization details pages (notifications, contact) we can add an online section that allows the user to see how large the offline download will be and to click a button to download the content. Then we can add a zoom to this organization button to allow the user to easily get to the offline content.
