Revisit cache buster for OuterSpatial preset #109

Opening an issue to keep this on our radar. We should take a look at disabling the cache buster for the OuterSpatial preset sometime in the not-too-distant future. Related to this closed issue: https://github.com/trailheadlabs/outerspatial-manager/issues/297.
