set up google as default transit router outside the bay area #57

In prep for REI and use outside the Bay Area, we should set the default transit router to Google when the center point is outside the Bay Area.

Actually the 511 option should go away when outside the Bay Area.

We might even want to just change the default to Google even inside the Bay Area as there are a lot more agencies integrated into Google Transit in the Bay Area now.
